President/Owner
Andy Allen is the Founder, Owner, and President of Western Medical Canada Inc. With over two decades of construction experience, Andy has helped establish Western Medical as a trusted leader in healthcare construction and medical imaging projects across Canada.
Since founding the company in 2006, Andy has been involved in more than 50 healthcare projects as an estimator, project manager, and executive lead. His experience includes MRI, X-ray, emergency department, pharmacy, high-acuity, and specialty clinical renovations.
Andy brings strong expertise in budgeting, estimating, pre-construction planning, value engineering, constructability, and project delivery in active healthcare environments. His hands-on background as a foreman, superintendent, project manager, and estimator gives him a practical understanding of both field operations and overall project leadership.
As President, Andy continues to lead Western Medical’s specialized team while maintaining strong relationships with healthcare clients, consultants, equipment vendors, and trade partners.

Nate Jones, General Manager at Western Medical Canada Inc., brings just under 20 years of healthcare construction experience, with a strong background in medical imaging, clinical renovation, construction management, and design-build project delivery.
Nate has served as General Manager for the past three years. Prior to this role, he worked as a Project Manager and previously spent five years with Vancouver Island Health Authority, where he advanced through project leadership roles and concluded his time there as a Senior Project Manager.
Before joining Island Health, Nate spent just under 10 years with Western Medical in a Site Superintendent role, primarily within the medical imaging portfolio. This hands-on field experience gives him a strong understanding of site logistics, phasing, trade coordination, hospital shutdowns, equipment installations, and the day-to-day realities of working in complex healthcare settings.
Nate has a thorough knowledge of CCDC contracts, construction management delivery, and design-build projects. His combined experience as a Superintendent, Project Manager, Senior Project Manager, and General Manager allows him to approach projects with a balanced understanding of both field execution and overall project strategy. He is especially familiar with the medical imaging industry, including MRI, CT, X-ray, fluoroscopy, cath lab, and other diagnostic imaging installations.
With his practical site background, owner-side project experience, and leadership role at Western Medical, Nate brings a well-rounded and informed approach to managing healthcare construction projects from planning through completion.

Kul Toor is a Civil Engineering graduate with over 35 years of experience in the construction industry. He began his career in Toronto as an Assistant Site Superintendent on high-rise projects, then advanced to Site Superintendent, delivering major correctional facility projects. He later moved into project management, specializing in design-build contracts and estimating for diagnostic imaging and linear accelerator projects. For the past 29 years, Kul has focused on the hospital sector, leading complex healthcare construction, and modernization initiatives. He has worked with major hospitals and private healthcare clinics across Canada, contributing expertise to specialized medical facilities and infrastructure projects. Kul is recognized for his industry knowledge, leadership, and commitment to delivering high-quality healthcare construction solutions nationwide.

Our Company Controller, has been a vital part of Western Medical Canada for over a decade. With her experience in fiscal management and operations, Sandra oversees all aspects of the company’s financial health, including budgeting, forecasting, payroll, and compliance. Her meticulous diligence ensures the accuracy of financial reporting and supports the strategic planning of our projects.
Sandra plays a critical role in streamlining processes, managing vendor and subcontractor payments, and maintaining financial transparency across the organization. Her dedication and expertise have been instrumental in supporting the company’s growth and success, making her an invaluable member of our team.

Nathan Brown is a Project Manager at Western Medical with 8 years of experience in project management, coordination, and estimating, including 4 years leading projects from pre-construction through closeout. His expertise spans project planning, budgeting, scheduling, value engineering, contract administration, and multi-disciplinary team coordination.
With a strong focus on healthcare construction, Nathan has successfully led complex projects in active clinical environments, balancing technical requirements, stakeholder needs, and operational constraints. He is recognized for his detail-oriented approach, strong communication skills, and ability to drive projects forward while maintaining quality, schedule, and budget objectives.
Passionate about continuous improvement and professional growth, Nathan is committed to delivering practical solutions and building strong relationships that contribute to successful project outcomes. Outside of work, he enjoys staying active through sports, working on agricultural projects, and tackling hands-on home renovations.

Gordon is a Project Manager at Western Medical with a background in residential and commercial construction, project management, and estimating. A graduate of the Architectural Technology program, he brings practical, hands-on experience and a strong understanding of construction processes, building systems, and project coordination.
Drawing on experience both in the field and in project management roles, Gordon helps deliver complex healthcare construction projects with a focus on quality, communication, and client satisfaction. He is committed to building strong relationships, finding practical solutions, and creating a positive, collaborative experience for clients and project teams alike.
When not in the office, you can find him hiking, camping, or dozing off on the beach.

Graham Price has 17 years of experience in project coordination & management in both the construction and service industries. Prior to starting his career, Graham earned a BSc from Western University and an advanced diploma in construction management from Fanshawe College. Using his exceptional personal skills, Graham builds strong and long-lasting relationships with all his clients, often staying in touch with them after projects have completed. He takes pride in turning his customer’s visions into reality, on time and on budget. Graham’s unique experience spanning across both construction and service makes him skilled in identifying potential issues for end-users in the design process, as he is very aware of the needs of clinical staff and patients. Graham is involved in all aspects of each project at Western Medical from design all the way through project closeout. In his spare time, Graham enjoys going on hikes and lifting weights.

A Project Manager with the Western Division, has 15 years of experience with a strong focus on healthcare construction. Starting as a Project Superintendent for Island Health, he successfully delivered complex projects in active healthcare facilities on Vancouver Island. At Western Medical, he advanced his expertise in Medical Imaging construction, infection control protocols, and CSA Z317.13-22 compliance. Transitioning through roles from Superintendent to Project Manager, Jeremiah now leverages his extensive knowledge of Construction Management and Design-Build projects to drive success in healthcare construction.

Ryan Wilcocks is an experienced Site Superintendent with over 20 years of construction experience focused on medical diagnostic imaging projects across Canada. His background includes constructing, coordinating, and supervising complex MRI, CT, X-ray, fluoroscopy, SPECT CT, and linear accelerator projects in active healthcare environments.
Ryan brings a unique technical skillset to Western Medical, including specialized experience as an MRI RF Shielding Specialist and Diagnostic Imaging Equipment Installer. He is one of a limited number of Canadians certified to construct and test MRI RF shields and install diagnostic imaging equipment, giving him a strong understanding of both the construction and equipment-specific requirements of medical imaging projects.
Known for being detail-oriented, hardworking, and deadline-driven, Ryan is able to manage demanding site schedules while maintaining a high standard of quality and coordination. He also holds CSA Z317.13-22 infection control training for healthcare construction, renovation, and maintenance.

Troy has been a part of Western Medical since 2014 and has gained extensive experience managing and supporting a wide range of medical imaging projects, including MRI, CT, SPECT CT, fluoroscopy, cath labs, angio suites, and X-ray installations. Over the years, he has also contributed to numerous healthcare construction initiatives beyond imaging, including pharmacy renovations, treatment centre developments, and the creation of various clinical spaces.
He takes pride in continuing to grow his knowledge and expertise within the medical construction field while helping deliver functional, patient-focused healthcare environments. Outside of work, Troy enjoys spending time outdoors, travelling, being with loved ones, and exploring the open road on his motorcycles.

Steve’s calm demeaner and organized nature allows him to approach each project with efficiency and practicality. His foresight into construction project complexities give him the advantage of being able to anticipate things to come and manage them appropriately in advance.

Joe Dubuque is an experienced Site Superintendent with over 34 years in the construction industry, including extensive work in healthcare and medical imaging environments. Since joining Western Medical Canada Inc. in 2013, Joe has supervised complex projects across Canada, including MRI, CT, PET CT, X-ray, and linear accelerator installations.
With a background as a Journeyman Electrician and Electrical Foreman, Joe brings strong technical knowledge to site coordination, plan review, trade management, safety, and schedule control. He is known for his practical approach, positive attitude, and ability to build strong relationships with clients, contractors, consultants, and project teams.
Joe also provides clear weekly project reporting and helps ensure projects are delivered safely, efficiently, and to a high standard. He holds CSA Z317.13-22 infection control training for healthcare construction, renovation, and maintenance.

Jesse Cote is a Red Seal Carpenter with over 20 years of experience in the construction industry and more than 8 years with Western Medical Canada as a Site Superintendent. Jesse has successfully led complex healthcare construction projects, including the installation of two Photon Counting CT scanners — the first of their kind in Canada. Known for strong attention to detail, Jesse is committed to delivering projects safely, on time, and on budget while building positive and constructive relationships with clients, trades, and project teams. Outside of work, you’ll find him at the lacrosse box coaching, playing, and supporting
his kids in the sport he’s passionate about.

Clint has an abundance of both commercial and residential construction experience as well as close to a decade of health care construction experience. His extensive portfolio with Western Medical includes many imaging projects and most recently a large expansion of the emergency department at Lady Minto Hospital on Salt Spring Island. Clint’s distinguishing ability is in organizing and delivering complex construction and renovation projects. He has completed a clinic in recent years at the Eagle Creek Medical Center which was a 1500 square feet addition to the existing building. Clint Hunter is highly valued at Western Medical and continues to be one of our top performing Superintendents.

Brent Jones is an experienced Site Supervisor with Western Medical Canada Inc., bringing a strong background in managing day-to-day construction activities within complex healthcare environments. In his role, Brent is responsible for overseeing site operations, coordinating trades, maintaining project schedules, and ensuring work is completed safely, efficiently, and to Western Medical’s quality standards.
Brent is skilled at managing multiple priorities on active construction sites, including trade coordination, site logistics, safety compliance, infection control requirements, and communication between contractors, consultants, workers, and project management teams. His practical approach and strong site presence help keep projects organized and moving forward while maintaining a focus on safety, quality, and schedule performance.
With his hands-on experience and ability to build strong working relationships with trades and project stakeholders, Brent plays an important role in delivering successful project outcomes for Western Medical’s healthcare clients.
Outside of work, Brent enjoys spending time with his family, golfing, and relaxing at the lake and cottage.

Tony brings over two decades of expertise in industrial, commercial, telecommunications, and healthcare sectors. His career includes managing telecom infrastructure for major providers like Telus, Rogers, and Bell Mobility, overseeing over 1,000 cellular sites and microwave hops, as well as leading structural steel installations and complex renovations. Since joining Western Medical Canada, Tony has excelled in several roles, successfully delivering healthcare construction projects, including design-build and renovations in active medical facilities. His leadership, problem-solving, and dedication to quality make him a key asset to our team.
